The levy was to remind ginga’s of what they have and how important it is to them! The quota was to give hope to all other ginga’s that maybe one day, if they were good, they too, when the rare opportunity came about could join this great team!
Back in the day a Quon Ginga was a symbol, a role model to all other ginga’s. This was a community service. But not now, much like the labour loving policy on boat people this is now coming back to bite us and the community at large!
